Letter of Support From Shell

Subject: Shell Support for British Columbia (“BC”) Based Certification Process

 

Shell Canada Energy supports the use of local businesses in its business activities.  In order to increase our confidence level in identifying businesses as being BC “Based Business” or  “Local Business”, Shell prefers to rely on the information provided by reputable third party verification and certification organizations, such as Energy Services BC (“ESBC”).

 

The cost for becoming certified as a “BC Based Business” is nominal ($250) and completing the online qualification typically takes under 15 minutes.  Businesses who are members of ESBC do not have to pay the certification fee.  If you don’t identify yourself as a BC Based Business, there is no requirement for your company to complete the certification process and/or become a member of ESBC.

 

The accepted definition of a local business is as follows:

 

“Local Business” means any licensed business enterprise, which also may include an Aboriginal Business(es), that is licensed to operate within NEBC where the Work will be performed with work execution capability, which may include, without limitation, an office, an operations centre that enables the employment of local residents and Aboriginal Peoples, and payment of business taxes within NEBC.

Shell strongly encourages its contractors and suppliers who identify themselves as being a BC “based” or BC “local” to become “certified” through ESBC.

 

Our decision to require certification facilitates:

  • Ease of identifying local businesses to be considered by Shell and its contractors for the supply of goods and services; and
  • Increased credibility with stakeholders for local contracting monitoring and reporting activities.

 

Potential benefits to contractors and suppliers are:

  • Third party recognition of your company as a Local or BC Based Business;
  • Cost effective marketing of your company on the ESBC website to explorers, producers and non- local contractors seeking local businesses;
  • Ease of notification of new explorer and producer standards and guidelines; and
  • Ease of notification of ESBC member initiatives such as business capacity workshops

Natural Resources Road Act

We, the project team, are pleased to advise that the Natural Resource Road Act Project website is now live.  The NRRA Project is taking a different approach to engaging stakeholders in the development of a single Act to support the management of resource roads of British Columbia than was done for Bill 30. 

This website has been developed to provide administrators, builders, maintainers and users with an opportunity to contribute to the new Act.  The Act is about consistency, streamlining, and clarifying for all involved what rights and obligations go along with resource roads in BC.  So that no matter who you are and where you are, your rights and obligations are the same, province wide. 

Further to that, its about continuing the rights of the public to use resource roads as well as the responsibility of government, as stewards of the land on behalf of all British Columbians, to ensure such roads do not cause unacceptable environmental impacts. 

On this site you will find a policy discussion paper and presentation as well as links to related initiatives such as the Off Road Vehicle Management Framework.  You can view the documents on-line or download them to your computer for printing, future review or distribution.

You are invited to provide feedback to the project team through “submit comment” links until December 15th, 2011.   That feedback will help inform the team of the concerns that road builders, maintainers and users have with resource road policy today and regarding the team’s ideas for resource road policy in the future.  Plus it is an opportunity to pass along ideas for how we can make it better.
